The City of Saint Paul hired Western Marine to mulch and hydroseed the new landfill for erosion control.  Additionally, the City hired Zender Environmental Health & Research Group to develop a Solid Waste Operations & Management Plan for the Aalax Landfill, and a Closure/Transition Plan for the Ataqan Landfill.
