Bulk Fuel Facility/Dispensing Tankage Upgrade Project
The City of Saint Paul owns and operates a Bulk Fuel Storage Facility and Dispensing Station which was constructed in 1988. The facility stores gasoline, ultralow Sulphur diesel fuel, #2 heating fuel, and marine diesel. The total tank capacity is 2.5 million gallons. The city sells both gasoline and diesel fuel at the City South Dock and delivers heating fuel via tanker truck to homes and businesses on Saint Paul Island year-round.
The need for the Bulk Fuel Facility/Dispensing Tankage Upgrade project was first identified by the city public works staff and approved in the city’s 2017-2022 Capital Improvement Plan. The existing bulk fuel facility and dispensing tankage operations and equipment do not meet the current recommended standards with explosions proof transfer pumps, hard piped transfer piping, overfill protection at tanks interconnected to pumps, or double wall UL listed tanks. Many of the existing system components are 20 to 30+ years old, still serviceable but at or near end of life and exhibiting significant wear and tear.
The project will replace the existing 3,000 gallon single wall tanks with 3,000 gallon UL-rated double wall tanks and install the following:
- a prefabricated gasoline header assembly at the truck rack;
- new rigid piping from the gasoline header to bulk fuel tank 4 and new rigid piping from the gasoline header to the new gasoline dispensing tank;
- control wiring between the gasoline header and the bulk fuel and dispensing tank level controls;
- new emergency stop system for gasoline tank and transfer pump;
- new diesel pipe manifold to include existing truck rack, diesel plant fill, new dispensing station fill line;
- new rigid piping from truck rack manifold to diesel dispensing tank;
- control wiring between the bulk fuel office and the dispensing tank level controls;
- new meter control panel, wireless communications to meters, and software system; and
- new electronic meters on gas and diesel delivery trucks.
