In March 2026, the City issued a Request for Proposals (RFP) seeking proposals to provide design services, environmental review, survey work, and preparation of construction bid documents, among other tasks, for the City South Docks Renovation and New Berthing Dolphins Project. This RFP is combined with planning and design of other Harbor improvements funded under a separate USDOT MARAD grant award.

Proposals were received April 30, 2026, reviewed, and scored. The successful offeror was PND Engineering. The City executed the contract with PND in June, 2026.
